Terry Goswick
As a career public safety professional and executive, Terry brings a strong record of personal motivation and the ability to inspire high performance in others. He embraces technology as a strategic asset and has led the North Texas Emergency Communications Center with this mindset—guiding the organization to become the first in Texas to go live with the AT\&T ESiNet and positioning it at the forefront of Incident‑Related Imagery (IRI) and cloud‑based call‑handling solutions.
Terry serves as administrator for the regional radio system, ensuring the delivery of a cost‑efficient, reliable communications infrastructure for field responders. He leverages analytics to reduce costs, eliminate waste, and build a high‑performing organization. His expertise spans public safety communications, law enforcement, and municipal government management, supported by deep academic and professional experience.
Terry’s background includes service in Military, Federal, and State law enforcement. His roles have included 9‑1‑1 Operations Manager, Public Safety Project Manager, and public safety program administrator for County Government. He holds a Master of Arts in Criminal Justice Administration from the University of South Florida and a Certified Public Manager credential from Texas State University. Terry is also a Baldrige Executive Fellow through the Baldrige Performance Excellence Program.
