David Williams is a Resilience Manager at North West Ambulance Service with over 25 years’ experience working across emergency services and the wider NHS, specialising in Emergency Preparedness, Resilience and Response (EPRR), specialist operations, and organisational learning.

His current role focuses on helping organisations learn from incidents, exercises, and major events — turning real experience into practical improvement. He works using quality improvement and lessons-identified processes across the resilience portfolio, supporting safer, more effective operational response.

David’s background includes senior resilience leadership roles across ambulance services and NHS England, as well as frontline and tactical advisory experience at major incidents. Alongside his professional work, he is completing a Professional Doctorate in Emergency Services Management, exploring how operational decision-making works under pressure — and how experience and emotion shape command in major incidents
